BACKGROUND: Entrepreneurship is an important driving force for economic development in emerging economies, traditionally driven by ineffective top-down approaches. A recent bottom-up approach incorporating personal initiative (PI) into action-based interventions offered a more sustainable way to stimulate African entrepreneurial growth. AIM: The study is interested in how these interventions work during training, for whom and in what way. Therefore, a deduced programme theory was constructed from literature and was empirically evaluated. SETTING: The investigation focussed on rural communities in the Mopani region of South Africa near Polokwane and Tzaneen in Limpopo province. Two large central hubs characterise these areas, with several rural villages scattered around them. METHODS: A multiple case study strategy cast in a realist evaluation design was used to investigate two interventions consisting of female entrepreneurs to produce qualitative data that were analysed inductively to make sense of change and the learning in these interventions. Entrepreneurs were selected through case selection, and trustworthiness in the data was established by focussing on post hoc and verification strategies during and after the research process. RESULTS: The findings produced valuable insights visually presented in analytical frameworks that show adjustments to the PI deduced programme theory. CONCLUSION: On an individual level, it showed how unique attitudes guide action-formation, situational and transformational mechanisms that support outcome patterns in the context of these interventions. CONTRIBUTION: Three propositions were developed to be tested in future studies to continue discussing entrepreneurs and their learning behaviours to increase entrepreneurial action and nurture the entrepreneurial mindset.

Although manufacturing operations management (MOM) could play an important role in the Fourth Industrial Revolution by making manufacturers more competitive, MOM projects are complex and expensive, and their implementation challenging. The aim of this qualitative research was to establish the engagement requisites to ensure beneficial application of MOM technology. Participants in the study included MOM suppliers and clients with 178-year collective experience. From a thematic analysis, it became evident that a sales approach of selling business benefits, as opposed to technology features, is more suitable for fully exploiting the opportunities and benefits of MOM technology. The communication gap between suppliers and clients also emerged as a probable reason for the failure to embrace MOM technology. One way to address this gap is to focus consciously on enhancing empathy between the role-players. A multi-level engagement structure set up on the client's side could enhance the communication between suppliers and clients, and assist with the consensus buying phenomenon that is manifesting in the contemporary complex sales environment. It became apparent that a framework to engage in the analysis of MOM system opportunities will provide a holistic, integrated, and systemic solution to realising the maximum benefits of MOM technology.

Deelnemers aan die studie sluit verskaffers en kliënte in met 178 jaar se gesamentlike ervaring. 'n Tematiese analise het getoon dat die bemarkingsbenadering van besigheidsvoordele, eerder as tegnologiese kenmerke, meer geskik is om die volle geleenthede en voordele van operasionele bestuur in vervaardiging te put. Die kommunikasie gaping tussen verskaffers en kliënte het ook na vore gekom as 'n moontlike rede waarom kliënte nie die tegnologie geredelik omhels nie. Een manier om hierdie gaping aan te spreek is om bewustelik die empatie verhouding tussen rolspelers te verbeter. 'n Multivlak betrokkenheid struktuur van die kliënt sal die kommunikasie verbeter en bydra tot die koop-konsensus fenomeen wat in die kontemporêre ingewikkelde verkope omgewing kop uit steek. Dit het tydens die navorsing duidelik geword dat n raamwerk vir die ontleding van operasionele bestuur in vervaardiging verskaf 'n holistiese, geïntegreerde en sistemiese oplossing vir die realisering van maksimum voordele.

The proliferation of public-private partnerships is rapidly reconfiguring the international health landscape. This article (part I of two on the subject) traces the changing nature of partnership, and discusses the definitional and conceptual ambiguities surrounding the term. After defining global public-private partnerships (GPPPs) for health development, we analyse the factors which have led to the convergence of public and private actors and discuss the consequences of the trend toward partnership between UN agencies (including the World Bank) and commercial entities in the health sector. Generic factors such as globalization and disillusionment with the UN, and factors specific to the health sector, such as market failure in product development for orphan diseases, are examined. Reviewed are the interests, policies, practices and concerns of the UN, the private-for-profit sector, bilateral organizations, and governments of low-income countries with respect to public-private partnership. While GPPPs bring much needed resources to problems of international health, we highlight concerns regarding this new organizational format. Part II, which will be published in the May issue of the Bulletin, presents a conceptual framework for analysing health GPPPs and explores the issues raised.

La proliferación de formas de colaboración entre los sectores público y privado está reconfigurando rápidamente el panorama sanitario internacional. En este artículo (parte I de dos sobre el tema) se detalla la naturaleza cambiante de esas asociaciones y se analizan las ambigüedades definicionales y conceptuales que rodean esa expresión. Después de definir las fórmulas de asociación mundiales entre los sectores público y privado (FAMPP) para el desarrollo sanitario, analizamos los factores que propician la convergencia de los actores públicos y privados y examinamos las consecuencias de la tendencia hacia la formación de alianzas entre organismos de las Naciones Unidas (incluido el Banco Mundial) y entidades comerciales del sector sanitario. Se analizan factores genéricos como la globalización y las reacciones de decepción ante las Naciones Unidas, y factores específicos del sector de la salud, como los fallos del mercado en el desarrollo de productos ‘‘huérfanos’’. Se examinan los intereses, políticas, prácticas y preocupaciones de las Naciones Unidas, del sector privado con fines de lucro, de organizaciones bilaterales y de los gobiernos de paíes de bajos ingresos en relación con las FAMPP. Si bien éstas reportan recursos muy necesarios para abordar los problemas sanitarios internacionales, hemos destacado aquí varios aspectos de la nueva fórmula organizacional que suscitan preocupación. En la segunda parte del artículo, que se publicará en un futuro número del Bulletin, se presenta un marco conceptual para analizar las FAMPP para la salud y se examinan los problemas planteados.

La prolifération des partenariats public-privé est en train de remodeler rapidement le paysage sanitaire international. Cette première partie d’un article en deux volets décrit la nature multiforme du partenariat et examine les ambiguïtés, tant sur le plan de la définition que sur le plan conceptuel, qui entourent ce terme. Après avoir défini les partenariats mondiaux public-privé (PMPP) en faveur du développement sanitaire, nous analysons les facteurs qui ont conduit au rapprochement des acteurs du secteur public et du secteur privé et nous examinons les conséquences de la tendance aux partenariats entre les organisations des Nations Unies (y compris la Banque mondiale) et des entités commerciales dans le secteur de la santé. Des facteurs génériques tels que la mondialisation et la désillusion vis-à-vis des Nations Unies, et des facteurs spécifiques au domaine de la santé, comme l’échec commercial du développement de produits contre les maladies rares, sont examinés. L’article passe en revue, dans l’optique des partenariats public-privé, les intérêts, politiques, pratiques et préoccupations des organisations des Nations Unies, des partenaires du secteur privé à but lucratif, des organisations bilatérales et des gouvernements des pays à faible revenu. Alors que les PMPP apportent des ressources bienvenues pour faire face aux problèmes de santé internationale, nous relevons un certain nombre de questions concernant ce nouveau type d’organisation. La partie II, qui sera publiée dans un prochain numéro du Bulletin, présentera un cadre conceptuel pour l’analyse des PMPP dans le domaine de la santé et examinera les problèmes qui pourraient se poser.

This is the second of a two-part review of global public-private partnerships (GPPPs) for health development. Part I was published in the April issue of the Bulletin (Vol. 78, No.4). The recent emergence of GPPPs is rapidly reconfiguring the international health landscape. While most multilateral and bilateral agencies are currently grappling with how to proceed, there is little information in the public domain concerning how individual partnerships work and to date very little consideration of the many implications of this trend. This paper differentiates between product-based, product development-based and issues/ systems-based GPPPs and describes a number of examples of each type in the health sector. The benefits of these initiatives, not least the major resources which they harness for specific health problems, are identified. The final section of the paper explores the implications and dilemmas posed by GPPPs. It discusses whether or not shared goals can transcend conflicting values and mandates and how governance of partnership arrangements may transform and undermine certain attributes of multilateral organizations. The paper concludes that the current climate of goodwill between public and private sectors offers an opportunity that should not be missed: it can be used not only to foster new partnership but to ensure that partnership is truly in the interests of international public health.

Esta es la segunda parte de un análisis de las fórmulas de asociación mundiales entre los sectores público y privado (FAMPP) para el desarrollo sanitario. La primera parte apareció en el número de abril del Boletín (vol. 78, No 4). El reciente surgimiento de FAMPP está reconfigurando rápidamente el panorama internacional. Aunque la mayoría de los organismos multilaterales y bilaterales están luchando para hallar la manera de seguir adelante, apenas hay información de dominio público sobre el funcionamiento de fórmulas de asociación concretas, y hasta la fecha no se han analizado lo suficiente las numerosas repercusiones de esa tendencia. En este artículo se diferencian las FAMPP basadas en productos, las basadas en el desarrollo de productos y las basadas en problemas/sistemas, y se presentan varios ejemplos de cada uno de esos tipos en el sector sanitario. Se mencionan los beneficios conseguidos con esas iniciativas, uno de los cuales, y no el menor, son los abundantes recursos que manejan para abordar problemas de salud concretos. En la sección final del artículo se analizan las repercusiones de las FAMPP y los dilemas que plantean. Se examina si las metas compartidas permiten o no superar los conflictos de valores y mandatos y se analiza de qué manera la gestión de los arreglos de asociación puede transformar y minar algunas de las características de las organizaciones multilaterales. Se llega a la conclusión de que el actual clima de buena voluntad reinante entre los sectores público y privado brinda una oportunidad que no debe desperdiciarse, una oportunidad que puede aprovecharse no sólo para impulsar nuevas formulas de asociación, sino también para asegurar que esa colaboración redunde efectivamente en interés de la salud pública internacional.

Cet article concerne la deuxième partie d’une étude sur les partenariats mondiaux public-privé (PMPP) en faveur du développement sanitaire. La partie I a été publiée dans le numéro d’avril du Bulletin (Vol. 78, no 4). L’émergence récente de partenariats mondiaux public-privé est en train de remodeler rapidement le paysage sanitaire international. Si la plupart des organismes d’aide bilatérale et multilatérale s’efforcent actuellement de déterminer la conduite à tenir, on ne sait généralement pas grand chose de la façon dont fonctionnent les partenariats et jusqu’ici, on ne s’est guère préoccupé des implications multiples d’une tendance nouvelle. Les auteurs de l’article font une distinction entre les PMPP qui sont axés sur des produits, ceux qui sont axés sur le développement de produits et ceux qui concernent des problèmes/systèmes en citant des exemples de chacun de ces types de partenariats dans le secteur de la santé. Ils exposent les avantages de ces initiatives, dont le moindre n’est pas la mobilisation de ressources considérables contre des problèmes de santé précis. Dans la dernière partie de l’article, les auteurs explorent les implications et les dilemmes posés par les partenariats public-privé en se demandant si des buts communs permettent de transcender des valeurs et des responsabilités contradictoires et si la gestion de ces partenariats ne risque pas de transformer et d’ébranler certaines caractéristiques des organisations multilatérales. Ils concluent que le climat de bonne volonté qui règne actuellement entre les secteurs public et privé doit être mis à profit pour favoriser la multiplication des partenariats mais aussi pour obtenir que ces derniers soient réellement dans l’intérêt de l’action internationale de santé publique.
